What we do for property managers and owners’ associations in Mannheim

We plan and coordinate EV charging for condominiums in Mannheim and the Rhine-Neckar region, from the charging infrastructure in the underground car park to annual maintenance of the building services. For your owners’ association (WEG, short for Wohnungseigentümergemeinschaft), qualified, registered specialist companies carry out the work, and we take overall responsibility. You have one contact instead of several companies.

In brief: You receive a decision-ready document for the owners’ meeting with a fixed price, options and a schedule. We reply within 48 hours and prepare a comparison quote within a week, provided you have a reference quote.

  • Property managers with properties in Mannheim and the Rhine-Neckar region
  • Advisory boards of owners’ associations (Verwaltungsbeiräte) and owners’ associations preparing a resolution
  • Owners who want a wallbox (a wall-mounted EV charging station) and need a solution for the whole underground car park

Do you also manage commercial properties? We have a separate page for that: Solutions for businesses. You can find all customer groups at a glance on the home page.

EV charging for condominiums in Mannheim: charging infrastructure in the underground car park

We plan the charging infrastructure for the whole underground car park, not just for the first wallbox. For property managers, that starts with a survey of the existing situation and clarifying the grid connection, followed by basic installation and load management. This way the charging solution for your owners’ association grows in stages.

Site survey

We record parking spaces, electrical distribution, meter room and cable routes with you. We coordinate fire protection questions with our fire protection partner a|sh.

Clarifying the grid connection with the grid operator

We check the grid connection and plan load management, so that a grid upgrade is often not needed. Charging equipment must be registered with the grid operator, and from a total capacity of 12 kVA it needs the operator’s approval (Section 19 of the German Low-Voltage Connection Ordinance, NAV). We handle this coordination.

Basic installation

We plan the supply cable, distribution and cable routes for all parking spaces that are to get charging points. Specialist companies carry out the installation, and later additions stay manageable.

Load management in the underground car park, billing and build-out in stages

  • Load management: All charging points share the free capacity of the building’s mains connection without overloading it.
  • Billing: We plan metering for each charging point, so that the charging electricity can be billed to each user in a traceable way.
  • Build-out in stages: You start with the parking spaces that need charging today and add further charging points later.

Legal framework: the right to charging facilities under Section 20 WEG

Under Section 20(2) of the German Condominium Act (Wohnungseigentumsgesetz, also abbreviated WEG), every apartment owner can demand reasonable structural alterations that make it possible to charge an electric vehicle. The owners’ association decides how the measure is carried out. We explain the framework, but we do not give legal advice.

  • Costs: As a rule, whoever requests the measure pays for it (Section 21 WEG). The owners’ association can set a different split by resolution.
  • Rented apartments: Under Section 554 of the German Civil Code (BGB), tenants can demand permission to charge, unless the measure cannot reasonably be expected of the landlord.

Not legal advice: As of October 2026, in broad outline. For your resolution and your declaration of division (Teilungserklärung, the document that sets out the units and ownership rules of the building), please take legal advice.

Documents for the owners’ meeting: ready for a vote, not just a quote

We deliver a decision-ready document with a fixed price, options and a schedule. Under the ruling of the Federal Court of Justice (Bundesgerichtshof, BGH) of 27 March 2026 (case V ZR 7/25), owners’ associations are not generally required to obtain three comparison quotes before maintenance and repair measures. The basis for the decision must still be sound.

  • Fixed price: We list work to be provided on site separately in the quote, everything else is included.
  • Options: for example starting with a few charging points or full build-out, each with costs per unit.
  • Schedule: from placing the order to handover.
  • Itemised specification and funding: every line item, plus a funding assessment with its as-of date.

If you already have a reference quote, send it to us, anonymised if you like and with prices. We reply within 48 hours and prepare a comparison quote within a week. On request, we can advise you even before the meeting.

Funding for charging infrastructure in condominiums: up to 1,500 euros per parking space

A federal programme funds charging infrastructure in multi-unit residential buildings with up to 1,500 euros per parking space with a wallbox, for projects with at least 6 parking spaces. For owners’ associations the application deadline is 10 November 2026. We support the funding application and check beforehand whether your building meets the conditions.

Funding status as of October 2026: For existing buildings, the federal programme “Ladeinfrastruktur in und an Mehrparteienhäusern” (charging infrastructure in and at multi-unit residential buildings) pays 1,300 euros per parking space for pre-wiring and up to 1,500 euros with a wallbox. Among other requirements, the system needs load management. The application requires a cost estimate, and the work is only commissioned after approval.

Heat pump and solar PV in apartment buildings: replacing the heating in an owners’ association

We also plan the heating replacement and the solar PV system for your apartment building and coordinate the specialist companies. You have the same contact as for the charging infrastructure.

Heat pump in an apartment building

We determine the building’s heating load and check whether a heat pump or a district heating connection on your street is the better fit. Funding and process are covered on our heat pump page.

Solar PV on an apartment building

A PV system supplies electricity for the common building systems, the heat pump and the charging points. Whether and how the electricity is distributed to individual units is clarified in the metering concept together with the grid operator.

You write or call, if you like with a suggested date and an anonymised reference quote. We reply within 48 hours.

  2. Site inspection

We look at the underground car park, the building’s mains connection and the electrical distribution with you on site.

  3. Document for the owners’ meeting

You receive a decision-ready document with a fixed price, options and a schedule, on request as a comparison quote to your reference quote.

  4. Execution

  5. Handover and maintenance

We hand over the system together with you and remain your contact, including for annual maintenance.

For standard wallboxes we plan 4 weeks from order confirmation to handover, with secured delivery and, where needed, funding approval in place. Larger systems are planned individually.

Frequently asked questions from property managers about EV charging in owners’ associations

Answers to what property managers and advisory boards want to know before the vote.

How quickly do I get a comparison quote?

Send us a reference quote, anonymised if you like and with prices. We reply within 48 hours and prepare a comparison quote within a week.

Do we need three quotes before the owners pass a resolution?

Not in every case. Under the ruling of the Federal Court of Justice (BGH) of 27 March 2026 (case V ZR 7/25), owners’ associations are not generally required to obtain three comparison quotes before maintenance and repair measures, but the basis for the decision must be sound. We supply a decision-ready document with a fixed price, options and a schedule. This is not legal advice.

Will our building’s mains connection be enough for charging points throughout the underground car park?

We can tell you after the site inspection. We check the grid connection and plan load management, so that a grid upgrade is often not needed. We cannot promise anything in advance, because charging equipment must be registered with the grid operator, and from 12 kVA the operator must approve it. We handle this coordination.

Do owners have a right to a wallbox in an apartment building, and is there funding?

Yes. Under Section 20(2) of the German Condominium Act (WEG), every owner can demand reasonable structural alterations that make charging an electric vehicle possible, and the owners’ association decides how the measure is carried out. The federal government funds charging infrastructure in multi-unit residential buildings with up to 1,500 euros per parking space with a wallbox, for projects with at least 6 parking spaces. The application deadline for owners’ associations is 10 November 2026. As of October 2026, without guarantee, source: Federal Ministry of Transport (Bundesverkehrsministerium), please check before applying. This is not legal advice.

How does funding for a new heating system work in an owners’ association?

According to KfW fact sheet 458 (KfW is Germany’s state development bank; as of September 2026, without guarantee), the owners’ association submits the basic application for the 30 percent basic grant before the project starts, and the contract includes a funding condition for this. Owner-occupiers apply for bonuses in addition, within six months of the grant commitment. A resolution of the owners’ association is required. Please check before applying.

Who carries out the work, and who is liable?

Qualified, registered specialist companies carry out the work. BEST BAU is your contractual partner, coordinates all trades and stands behind the overall result. You have one contact.
